Network infrastructure. Document management software package. Document management system. Document management services. Web server software development services. Contact management software package. Software integration consultancy services. Data management services. Colchester Borough Council (CBC) is undergoing a fundamental review (the UCC FSR) of the way we provide services to residents and businesses in the Borough. Customers have told us we need to let them do more for themselves (self service), they expect to be able to book and pay online and find information more easily.
Proposals outlined in the business case will look at investment in technology to make life simpler for our customers and to give them choice, flexibility and the ability to self serve. This will bring the Council's ICT infrastructure up to date and shape future service delivery. All Council locations are also being reviewed to establish whether they are fit for purpose and best meet the needs of both customers and employees
The Council recognises that it needs to change the way it works and how it delivers services to maximise efficiencies and direct services to those most in need of support.
In conjunction with our ICT service provider Capita SIS, the Council¿s corporate ICT team are looking at how we can provide the technology to enable this fundamental change to the way the Council does business.
As a starting point all of our systems are being reviewed with the intention to create a `leaner¿ technology model.
New solutions must be:
Proven - CBC will look to use applications which have a proven track record of delivering in environments of similar type and scale (although not necessarily in the public sector).
Out the box - CBC will not consider a completely bespoke solution for any of our main requirements. However a partially bespoke solution which employs existing proven applications for the bulk of provision could be considered.
User configurable - CBC is looking for solutions which are versatile and will allow configuration by internal staff. Solutions must be able to adapt quickly and robustly as the business requires. Configuration should be simple enough at a low level that it can be carried out by officers with minimal training but versatile enough that increased functionality and interfacing is available to users who are adept in using current, industry recognised development technologies.
Scalable and versatile - Solutions should be scalable and versatile enough that they could be considered for use in various service areas across the organisation.
Solution driven not product driven - CBC are looking for solutions that fit the requirements listed further on in this document and have no prerequisites around using specific products or technologies. The solution could be a single product or a number of products linked together. We are interested in understanding what different solutions could look like, how they seamlessly work together and would like to hear from a range of suppliers.
Open architecture - The solution implemented must be built on standard platforms which allow for development.
Initially the Council will be looking at solutions for the following:
1. Electronic document lifecycle management
2. Citizen online self service and integration with web front end
3. Business process management/workflow
4. Middleware/integration layers
5. Core data management
CBC is developing high level requirements specification documents for each of these areas. Currently these are available for numbers 1 and 2 above and are available on the Council¿s website. .Further documents will be published over the next few weeks

Responding to this notice:
CBC is interested in hearing from organisations that can provide solutions which fit with the requirements. The Council is looking initially to gather information about the types of systems that are available and the suppliers who could provide those systems and the integrations necessary to build a complete solution.
We would like respondents to provide the following in their response
¿ A proposal as to how your solution fits the requirements
¿ Some background information on your organisation
¿ The pricing model you employ (whether it is per user, transaction based and some indicative pricing)
We ask that responses are brief and no more than 5 sides of A4 in total. We expect to ask respondents to come and talk to us about their products and proposals early in 2013.
